This project is continuing with sewer rehabilitation work. We appreciate your patience as this work is being done to enhance the aging infrastructure to extend the life of the regional sewer system another 25-30 years.

LOCATION: Pacific Arts Plaza on Park Center Drive and Brookview Community

The sewer pipe crossing under the 405 freeway will be rehabilitated. Based on the amount of sewer flow in the pipe, bypass pumps and the installation of above-ground piping are required to reroute the flow to allow for the rehabilitation to be completed without interrupting service to the community.  Work includes the installation of a temporary sewer bypass system; pipeline cleaning, pre-inspection, rehabilitation, and post-inspection; and removal of the bypass system. The bypass system has been installed and sewer line rehabilitation work is ready to occur.

What:  Rehabilitation of sewer pipeline crossing under the 405 freeway

When: Thursday, April 24

Work Hours:  Starting at 8 a.m., with continuous work hours for cured-in-place-pipe (CIPP) rehabilitation work, anticipated to last 12-15 hours.  (Read below for more information about CIPP.)

Impacts:

  • Increased noise due to construction activity.
  • Temporary above-ground piping will be placed along the flood control channel and work area (as shown in the graphic), limiting access to the grass area in Brookview Community.
  • Generator noise from bypass pumps. The pumps are needed to push flows out of the sewer pipe and into the above ground piping.
  • Some temporary odors may be noticeable in the area.

LOCATION: Near Bear Street from South Coast Plaza to 3150 Bear Street - The Khoshbin Company

What: Rehabilitation of sewer pipeline crossing under the 405 freeway

When: Sunday, April 27

Work Hours: Starting at 7 p.m., with continuous work hours for cured-in-place-pipe (CIPP) rehabilitation work, anticipated to last 12-15 hours.

Impacts:

  • Increased noise due to construction activity and vehicles
  • Limited access to South Coast Plaza entrance @ Metro Point East
  • Southbound Bear Street reduced to one lane between Sunflower Avenue and Metro Point East
  • Some temporary odors may be noticeable in the area

About Cured-In-Place-Pipe (CIPP)

A pre-measured liner is delivered in a refrigerated truck and inserted through a manhole opening into the existing pipeline. After the liner has been inserted, it is filled with water that is heated to a certain temperature and cured for several hours. When fully cured, the liner now acts as the new pipeline. Once the CIPP operation begins, it cannot be stopped until completed, thus requiring the 24/7 continuous work. Crews will be onsite for monitoring throughout the entire process.

Project Description

This project will rehabiliate approximately 4 miles of the regional sewer pipeline that runs along the I-405 freeway in the City of Costa Mesa. Project elements include the rehabilitation of gravity sewer pipelines, manhole structure rehabilitation, and manhole access improvements. The project also includes the rehabilitation of sewer pipelines that cross under the I-405 freeway.
