Current Work
Location: Northeast corner of Seal Beach Blvd. and Westminster Ave., Seal Beach
This project constructs a new pump station with a 47-ft deep wet well and other facilities (junction structure, odor control, and standby generator) within the project site where the current Seal Beach Pump Station is located. A pump station wet well is a large underground tank that collects, stores and pumps sewage into the sewer system.
- What: Ground improvements which include jet grouting, deep soil mixing and excavating
- When: November 2024 - October 2025
- Work Hours: 7 a.m. - 5 p.m., Monday - Friday
- Impacts:
- Northbound lane on Seal Beach Blvd. will continue to be closed for the duration of construction.
- Increased truck traffic entering and exiting the site
*All dates and times are subject to change due to operational factors or inclement weather.
An example of deep soil mixing is shown below in the photo and video. This ground improvement technique strengthens the soil by drilling down a determined depth, in this case 51 feet deep, and mixing the soil with a cement binder.

Project Description
This project will replace the OC San Seal Beach Pump Station located at the corner of Seal Beach Blvd. and Westminster Ave. in the City of Seal Beach. The new station will be upgraded to new local, state, and national codes as well as have enhanced security measures. The new facility will also have an added odor control system installed.

Project Background
The Seal Beach Pump Station was originally constructed in 1972. The pumping systems are aging, regularly clog, lack corrosion protection, and have control systems that are rapidly becoming obsolete, all requiring additional attention from maintenance staff.
Additional Information
The bus stop located in front of the pump station on Seal Beach Blvd. at Westminster Ave. has been removed (see picture below) for the duration of the project. Please visit OCTA for alternative routes.
